I spend part of each week in a waiting room at VGH and that, even at 50% capacity and with all safeguards in place, is more crowded than any trail I have ever been on.

This policy is complicated, and badly thought out. Every morning at 6am the reservation web site will be bombarded by reservation request and will likely crash under the load.

Hikers who don't get their primary pass will be forced to re-evaluate their destination
Some of them may opt for a different hike, but may not have put in the planning they need. This makes for bad public safety outcomes, and more load for SAR as hikers move to less and less familiar destinations.
Some may avoid the parks entirely and opt for less well maintained or marked trails on crown land - limiting opportunities for less experienced hikers to find safe destinations.

I can't see the justification for this incredibly badly thought out policy.
