Here is what the @BORUSG (and agreeable Presidents) declare the most vital part of its mission
"The primary benefit of any university system is the unity that a system such as the USG allows for: the coordination of all parts working together as a whole toward a common purpose." https://twitter.com/joshuasweitz/status/1285748443437301762

Here is what the University of California system thinks about its mission:
"Educate.
Illuminate.
Serve.
We are here to shine a light on what's possible."

And here is SUNY:
"Our faculty and students are constantly seeking, generating, analyzing, and sending knowledge back into the world through informed citizens, revitalized communities, and experts who transform entire sectors."

Once a university system values cohesion, unanimity of thought, and consensus above all, it loses sight of its actual educational, research, civic and service missions - a core part of which is to foster informed and independent thinkers.
If leaders of the @BORUSG are unwilling to tolerate critique, listen to science-based evidence, and lead rather than agree, then no amount of poorly crafted consensus statements will hold their 'system' together.
