1925 Geneva Protocol:

Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare:
The 1925 Geneva Protocol prohibits the use of chemical and biological weapons in war. The Protocol was drawn up and signed at a conference which was held in Geneva under the auspices of the League of Nations... it entered into force on 8 February 1928.
Under the Hague Conventions of 1899 and 1907 and by customary international law. Basic rules are included:
“The Protocol ‘outlaws indiscriminate attacks on civilian populations and destruction of food, water, and other materials needed for survival.’”

In our case, this doesn’t apply because the government is doing this to their own people domestically. If this was international, the United States would be committing war crimes.
