I often take surveys with a pinch of salt. Everywhere and in Georgia in particular. I only had taken part in 1 survey. My apartment was randomly selected I was told, a badge of national agency was shown. It took about 25-30 minutes and we went through about 50 questions in total.
The questions were long and possible answers even longer. Range of questions - social, income, political affiliations, language, religion etc etc.
I was tired after about 30 questions, but still tried to focus and give best and most fair answers I could do. And i was genuinely curious about the survey myself. I can't imagine a lot of people giving you true answers to questions all questions. A % would give random answers
Now in this particular article the surveys are on top of everything as well sensitive. So I'm totally not surprised people being not open in their judgement of incident in their life.
