If the the Gov has 20 thugs in Portland, they have to pay for it somehow. If an agency is providing these men, the Gov will have to reimburse that salary to that agency (to replace man hours)

Rental Cars

Only considering pay, meals, & hotel rooms... it costs the Gov a minimum $11,000 dollars a day. Not that much, but it has to come out of someone’s budget
Now expand that over 20 cities... for a month, it starts to add up

Congress holds the responsibility for where money goes. When the entity providing the funds starts to run out of money, they will go to Congress and ask for a budget add

I can’t remember a year in the last 10, where the budget was passed on time. Agencies will be working off Continung Resolutions, that have to be passed by Congress, starting in October
