🏗 Permitted development rights – an area of interest for Bradford, given the number of recent conversions from office to residential in our city centre.

Broadly, PD rights allow new dwellings to be created in places like old offices without any scrutiny of design or layout.
There have been criticisms, such as:

🏢 the loss of office/employment space
💰 loss of “planning gain” (such as requirement for community contributions)
🔎 perceived poor design and living standards

So the Government – @mhclg –commissioned an independent review...
The analysis focussed on 11 local authority areas, and compared schemes subject to full planning application with those benefitting from PD rights.

Some of the main differences included space standards. Only 22% of PD dwellings met national space standards.
Elsewhere, only 3% of PD dwellings come with access to “private amenity space” – something we’re seeing a lot of, anecdotally, in Bradford conversions.
In the report, there are serious concerns about the impact of PD on residents’ health and wellbeing.
There’s also an issue around the process itself. Those working in planning have criticised PD for being confusing and time-consuming, making little contribution to the wider regeneration efforts of areas in need of investment.
This report comes as the Govt is expanding PD rights.

We acknowledge the need to find new uses for our city centres, but this shouldn’t be to the detriment of wider regeneration efforts or personal wellbeing – as the report highlights.

Places like Bradford deserve better.
