If this payment was designed to stop people going to work after getting a test, this seems to be a problem with the design of the scheme? https://www.dhhs.vic.gov.au/covid-19-worker-support-payment
Andrews admits that the payment is only available to confirmed cases and close contacts. So actually the payment provided no incentive for people who had symptoms went and got a test – it was not available to them.
