I guess explanations are in order.
1. The Alien Registration Act, Pub.L. 76–670, requires,
§ 1302: ”[E]very alien [] in the [U.S.], [] fourteen years of age or older,” who will remain for thirty days or longer, and who ”has not been registered and fingerprinted” must do so.

§ 1304(e): Requires ”[e]very alien, eighteen [] and over, [to] at all times carry with [them] and have in [their] personal possession any certificate of alien registration or alien registration receipt card issued”.
§ 1305: Specifies every alien ”notify the [DHS Secretary] in writing of [any] change of address [incl. the] new address within ten days from the date of such change and furnish ... additional information [e.g., alien household members] as [] may [be] require[d] by regulation.”
§ 1306(a): Makes it a misdemeanor to ”willfully” fail or refuse to register and specifies that ”upon conviction [they] be fined not more than $1,000, be imprisoned not more than six months, or both.
§ 1306(b): Criminalizes failure to notify the DHS Secretary, ”as required by section 1305” with conviction a misdemeanor with a fine not to exceed $200, imprisonment not more than 30 days, or both, and whether or not convicted. the alien shall be placed in removal proceedings.
