The 14th §2 goes on to say that the number will be reduced by the number of male citizens over 21 who are prevented from voting for reasons other than crimes.
So, unless the argument is that undocumented immigrants are actually Indians who are exempt from federal taxes... or that undocumented immigrants are male citizens over 21 years of age who are being denied the vote... they get counted in the apportionment.
