A few random thoughts on resource control & the pragmatism of governance.
1. The #PAGMI document is brilliant. It looks at a national security threat in the North West (banditry), and tries to take the fuel (illegal gold mining and poverty) out of the fire.
Hats off to @kfayemi

2. It’s a miracle that it managed to be implemented. It broached a hot-button issue - resource control - and came up with a slick framework that recognizes private ownership rights over natural resources and allows the FG receive royalties and taxes. https://statehouse.gov.ng/news/everything-you-need-to-know-about-the-presidential-artisanal-gold-mining-development-initiative-pagmi/
3. The only other similarly transformative policy I can think off is the National Livestock Transformation Plan developed by @ProfOsinbajo. Sadly it was hikacked by elements within the Presidency, injected with the Rugavirus, and is currently in quarantine.
4. Back to #PAGMI. If a policy was developed to address illegal solid mineral extraction, why has a similar policy not been developed for the oil sector?
Fayemi developed PAGMI while he was Minister of Solid Minerals. What are the Ministers of Nigeria Delta and Petroleum doing?

5. I ask again: What are Sen. Akpabio and Min. Sylva doing? Why does the Niger Delta not have a framework that allows artisanal oil workers earn a living in the Niger Delta?
Where are these two men? Have they not seen the deprivation and insecurity bedeviling the Niger Delta?
