It's not just Representatives that are affected by census numbers. It's also direct taxes.

"Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers"
Direct taxes are taxes that you pay directly to the government, as opposed to indirect taxes which are included in the cost of goods and then go to the government.

Federal income tax is a direct tax, for example. As are many taxes that keep the Federal government operating.
The Constitution says "Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other
Persons."

That 3/5 thing was ditched in the 14th Amendment.
You'll notice the word "Citizen" isn't in there.

So, if Trump could change how the Census, the Numbers, are counted, a whole lotta money ain't gonna go to the Federal government from states that, incidentally, supply the greatest amount of money to the Federal government.
So, Republicans, whose states are receiving more aid than they give in taxes, you sure you want to shrink that pot?

I mean, I know the answer's yes, because this is all political theater, but I have to wonder about the further ramifications of these sorts of actions.
