Schools can't open now because of poor decisions around the country in May and June.

MD has done better than many states, but even so: bars are open, restaurants are open for indoor dining, casinos are open.

In economics this is called "revealed preferences."
The President and his team signaled that the worst was behind us; many political leaders and much of the public took that to heart, and the country revealed its preference for opening bars (etc) over opening schools.

A massive failure that will hurt innumerable families.
