Well said @asemota.

Something that was not mentioned deeply was culture. Does our government have the organisational culture to embrace digital?

Very few people know that a company I worked for in 1992 won the computerization contract for Nigerian Ports Authority. As at that.. https://twitter.com/asemota/status/1285526989785501698
Time, we were the largest importer of compaq personal computers in Africa (based on one project).

To put this project in context: 99.9% of private sector that got computerised later had not started thinking about it yet at that time.

So what did NPA achieve with the project?
In April 1996, I showcased the Internet to the Nigerian government during Vision 2000.

To put this in context: I got my 1st email, built my first Web page and an email software in 1995 and half of Europe were still battling with connectivity.

What did we do with it?
Post-SureP, I was asked to suggest a solution. I proposed an app that would have kick-start the gig economy in 2012. Nigerians without school certificates could be given work like tree planting, gutter clearing, pot hole filling, etc.

While designing this, boko haram were...
Threatening to blow Abuja buildings like the Labour house (I was there for 2 weeks) and others.

Do you know the idea was rejected without discussing its merits or demerits. In rejecting it, a very high ranking govt official called our proposal "a mere few Web pages". I flared up
The officer was oblivious that a private sector folk was in the meeting couldn't believe it when he heard me say "if you don't know what you are talking about kindly shut up".

The civil servants that accompanied me wanted to die. They were pinching me, telling me to cool down.
One idiot later met me to tell me he can coach me on how to talk with public sector.

Did the govt deploy anything better?

In 2012, @obyezeks introduced me to the World Bank VP so that we can collaborate on Open Data in Nigeria. The World Bank VP then wrote to the Nigerian
Government with top officials of World Bank and government and myself in the copy that I could be of immense help in enabling open data in Nigeria.

8 years later, still no response or reply.

What has Nigerian government achieved with Open Data since then?
Nigeria's disdain for expert advice is something I can't comprehend and it is one reason why we are stuck and moving in circles.

Let us use our tongue to count our teeth.
