At the Truth & Reconciliation Commission in 1997, Professor Sampie Terreblanche made a submission that South Africa should impose a wealth tax. This was accepted by the TRC but rejected by the ANC. Here's summary of the professors's reasoning:
From 1910, white farmers received more state subsidies than any other sector in South Africa, along with billions of rands spent on marketing, the privilege of property rights & access to very cheap and largely docile African labour - they were setup to win
Meanwhile, Africans were dispossessed of large tracts of land which they had farmed for centuries. There were profitable small maize farmers who were now deprived by the Land Act of their access to land. This delayed and permanently destroyed any hope of socioeconomic progress
For decades, millions of Africans were paid slave wages in every sector of the economy, mainly in gold-mining and agriculture. whites benefited from the slave wages paid to Africans. The political powerlessness made Africans "easy prey to their white masters"
Comprehensive discriminatory laws deprived Africans of the opportunity to acquire skills, doomed & humiliated them to dull unskilled work at inhumanely low wages. At times, companies would break the law & employ Africans to do skilled work, but still pay them unskilled wages
Until the mid-70s, spending on education, pensions, health & housing on Africans was per capita 10 times smaller than whites. In fact, in 1970, white education spending by the state was 20 times higher than for Africans...
Throughout the 20th century, the quality & the quantity of social spending on white south Africans was on par, or in many cases even better than in many first world countries
The fact that Africans were legally restricted from owning property or conducting business prevented them from developing entrepreneurial and professional capacity. Lack of property left them exposed to inflation, and meant they could not benefit from asset value appreciation
On the other hand, white people enjoyed property rights - which came about through dispossessing Africans of their land - and had access to capital plus virtually unlimited opportunities to develop business organisations and entrepreneurial capacity
Economic & political power meant whites could control powerful media houses, using them to justify their illegitimate institutions with "relentless ideological propaganda". All white political parties maintained close relationships with the very influential media houses
Black people's income, which was already low, decreased by over 35% between 1976 and 1991. Prof. Terreblanche says that the poorest 50% of Africans are poor because of the activities of the liberation struggle of the 80s, led chiefly by the ANC and the resistance of the NP...
He therefore concludes that "the upliftment of the poorest 50 per cent of the total population should be the highest priority in government’s social policy". Effectively, the ANC is partly responsible for African poverty, & hence this should be top of the list of their priorities
Even though the average per capita income of whites declined between 1975 and 1991, it was still 12.3 times higher than the per capita income of Africans
Prof. Terreblanche continues that "it was not only individuals that had been impoverished and “destroyed” by the racist systems, but also African societies, while it also prevented the South African people from becoming a society"
On the violence in African communities: "It is not reasonable to expect that those sections of the population that have been brutalised by the system should suddenly act in a civilised and pro-society manner now that the structures of apartheid have been removed"
"Violent activity became widespread during the struggle and the resistance of the NP government against it – especially in the period since 1976. This situation gave people...ample opportunity to find all kinds of [justifications] for their violent and criminal activities"
"After decades of apartheid and the struggle against it, South African society is a very disruptive and divided society, not only along racial and ethnic lines, but also because of seemingly irreconcilable values and attitudes"
In 2017, the prof wrote: "The white elite has benefited from money hoarded since the years of Jan van Riebeeck. Their wealth is mainly “old money” passed down through estates. Most of this old money is concentrated in the pockets of the Ruperts, Oppenheimers and Bekkers"
