Delegates attend a session of the Comintern Congress. I believe this photo was taken in the Smolny Institute. There is a figure seated in the front row who fits Roddy Connolly's profile, although it's difficult to confirm.
The Comintern congress was a heady experience for two young Irish revolutionaries. Beyond the encounters with global radicals, there was also an element of spectacle.
