Usually, participants shouldn't have to shave their head when doing EEG for research purposes. I'd be concerned about ethics if this was a consistent and generic requirement.
Not preparing the participant or setting-up properly will contribute to more unusable data.

The researcher needs to take precautions to reduce electrical noise from external sources (like plug mains etc.). Also, they should take the time to place the electrodes on your scalp.
The way this can be done depends on the EEG net/cap setup, and can take more time with thicker hair; that is fine. The notion that you'll get perfect placement & 'clean' data with non-Black participants is a myth. Plus EEG is affected by other factors too, like sweat for example.
Thinking of the nets I use, the electrodes can start to dry out if you spend too long trying to place them. So the researcher will probably need to add some more of the salt solution to the electrodes to get a good reading before they start the recording.
