What is smart lockdown?
'Smart containment’ tailors policy response to local contexts

-It will mean closing selective areas, like municipalities or neighbourhoods.

Rather than opt for blanket lockdown, this strategy aims to track & identify areas that have increased speed of infection & lock them down
This allows authorities to direct efforts towards those areas which are most affected

Not only will this contain infection, but allow for economic activity to resume in places where social distancing is being practiced, while placing responsibility of following SOPs on citizens.
- Smart lockdown aims at isolating maximum cases.

Infected people will be required to isolate, minimising risk of exposure to others.

Since a large proportion of people will be able to work, the economy may not suffer in any meaningful way from recession.
- Those who are vulnerable or at risk of critical infection will be shielded.

Greater movement among young adults will pave way for economy to remain stable, while protecting sick & elderly

Idea is of risk stratification. Hospitalisation risk for COVID19 increases with age & -
due to underlying health conditions.

If vulnerable are protected during this stage, it may be possible to reduce death rates, as in coming years infection rate will be reduced & a treatment may become available.
Tech will be used to collect data & identify hotspots with increased infection rate

Any area with more than 300 confirmed cases will be put under smart lockdown for at least 2 weeks

National security apparatus will be utilised to launch targeted TTQ mechanism to contain Covid19
Smart Containment with Active Learning (SCALE): 

The smart lockdown model proposed by CERP, with authors contributing from Harvard, Yale, LSE, Georgetown, CERP, LUMS etc., separates areas into four ‘alert’ levels, from green to red.

Depending on which alert level is declared in an area, specific measures are outlined for smart testing & data collection, social distancing, community messaging & strategic decisions.
