Folks, I write Federal law enforcement policy for a living. In addition to being the expert for my own agency, I am asked by other agencies to look over and consult on their policy. My expertise is in implementation of authorities—the heart of what policy is.

From my POV-the DHS use of BP/CBP, as well as DoJ sheepdipping other Feds as Dep. Marshals is a misinterpretation of FPS authorities. It may be misappropriation if funds as well. The quickest remedy is for Congress to more strictly define FPS jurisdiction and remove the

Exploitable ambiguity from its authorities.

Feds are not supposed to be, and should not act as, local LE. Their role should be strictly limited to enforcing US Code within their Agency’s authority. We’re a Federal system.
