I never dealt with Goelman at DOJ, and have never met him. But I know people who do know him, and he has a stellar reputation. Strzok is silent because Strzok has been instructed to stay silent. Likely by Durham. My suspicion is Strzok cooperated with OIG first, and then Durham.
Compare the way Goelman and Strzok have handled the situation with Mike Bromwich and Andy McCabe. Lisa Page also remained silent and cooperated with OIG. She got Andy McCabe fired. She started talking after she was told she was in the clear.
Strzok's silence means he's not in the clear. His path to a "best case scenario" outcome is to keep his mouth shut and do what is asked of him. And he's done exactly that. He knows everything -- he was working with Brennan's group before CH was even started.
He's the bridge between Brennan's off-the-books CIA operation overseas, and CH at the FBI. And I think his biggest regret is focusing on his own career prospects -- which told him to follow Comey and McCabe's lead -- rather than his own instincts about CH being a dead end.
