Its even more complex given tht mil is a monopsony - 1 customer, many suppliers. In most cntries, evolved militaries (and political leaderships) balance the eqn. Our mil is neither evolved, nor our netas courageous enuf to tell the mil off. Time tht taxpayers insisted on a say..
