I don't get why the church finds this so difficult. If you have abused the very people you were supposed to be shepherding, then you have abused your position of power, have proved that you can't be trusted with that power, and aren't fit to lead ministry. This isn't a forgiveness issue, its a consequences issue. Of course you can seek forgiveness from the people you have abused, and perhaps be forgiven, but that does not entitle you to re-enter a ministry position. 2/
Your gifts are not more important than your character, and God is more than able to raise up new leaders who aren't wolves in sheep's clothing, and won't abuse the power that is given to them. /end
P.S. I should also add that it is perfectly possible to serve God in the church without being in a leadership position, and the fact that these abusers constantly seek positions of power, instead of contrition and humility, should be a massive alarm bell to the church.
