Can't read whole story yet but I hope @ShippersUnbound - who is a professional - will have made clear that minimum wage enforcement is the responsibility of HMRC not the council. If not, inexcusably poor journalism.
The only specific breaches of labour regulations referenced in the article are paying less than the National Minimum Wage (referred to 3 times). NMW is enforced by HMRC on behalf of BEIS - nothing to do with council or police. Obviously Patel knows this. Does the Sunday Times?
