People, gather here. Today, I am talking about the Universal Basic Education (UBE) Funds. It's gonna be a thread. Grab your popcorn and pay attention because I'll like you to do something for me at the end
The UBE program was introduced by former president Obasanjo in 1999 and passed by the National Assembly in 2004, as a signature education reforms bill, promising free and compulsory 9 years of education to every Nigerian child, and plenty Naira to support states #UBEFunds
So here's the catch, basic education is in the purview of states/local government to fund, so the UBE created a fund to support the effort of states, and to access these funds, the states need to match the grant Naira for Naira #UBEFunds
Where is the UBE grant coming from? The UBE act says 2% of the consolidated revenue fund of the FG will be dedicated to the UBE fund and these will then be earmarked equally to all the 36 states and FCT #UBEFunds
So, for instance, let's take 2017, each state, yes including your home state got were allocated 1.28 billion, the funds are not allocated based on size of the state, each state gets equal shares, 2018 and 2019 were 1.47 and 1.51 billion respectively for all states #UBEFunds
Now with all these plenty funds flying everywhere, and the UBE Act saying free and compulsory education for all Nigerian children, somehow, just somehow, the number of out of school children hasn't reduced since 2004, it's increasing #UBEFunds
Sooooo, despite the over 10million children out of school in Nigeria, several states are still refusing to access the #UBEfunds for the benefit of their school children.
Wait for it, between 2017 and 2019, the #UBEFunds still has over 66.8billion Naira in unacessed finds by state Gives, out of a total N158 billion Naira
If you're from Kwara, Enugu, Anambra and Plateau states, you should be very worried right now, because your states have refused to access #UBEFunds from 2017. The money is there, waiting for them to match it 50-50 and then use it to support education of children, but unaccessed
Let me start with Anambra state, from 2017 till date, your state has 4.28 billion Naira it has refused to access to support education of children in the state. If you know the Governor or any of the elected state officials, please tag them and ask questions #UBEfunds
If you're from Kwara, be very worried, because your state is refusing to pay counterpart funds and access over 4?2 billion accumulated since 2017. Tag your Governor and elected officials and ask questions #UBEFunds
And if you're from Enugu, Kai, be worried, its also 4.2 billion that your state has refused to access to fastrack education development #UBEFunds please tag your Governor and elected officials and ask questions. Ask them WHY?
Abuja people, I mean those who are indigenes and those who have called Abuja home and pay tax here, the @OfficialFCTA has refused to access over 2.99 billion Naira in accumulated #UBEFunds please tag the minister and other officials
And while it's good to tag this responsible on twitter, I want you to help me and my colleagues @youthhubafrica to do more by signing our open letter to the state Govts who haven't used their #UBEFunds https://office.youthhubafrica.org/open-letter-to-state-governors/ We need at least 100 signatures for each of 10states
We have tracked #UBEFunds to states for three years, and when you join us to sign an open letter here https://office.youthhubafrica.org/open-letter-to-state-governors/ I can promise you, this won't stop with just a twitter thread, we will send a letter to all the state Governors and follow up with reminders
We will continue to do so, until we get a response, because we believe that in a country of over 10 million out of school children, every cent should be maximised to ensure that no child is left behind. So please join us to sign the open letter https://office.youthhubafrica.org/open-letter-to-state-governors/ #UBEfunds
If you're tired of fundraising to send less privileged children to school, let's hold our elected officials responsible as active citizens. We need your cooperation to sign this open letter and we promise to update you by email at every step https://office.youthhubafrica.org/open-letter-to-state-governors/ #UBEfunds
