The solution could be establishing a clear-cut quota system for the number of reporters in each country.

Reciprocity not enough. US needs to aim for: 1) Have China abide by its 2008 pledge to allow reporters to travel anywhere in China w/o permission, stop harassment of reporters & local staff; 2) Reduce obstacles to Western traditional and social media availability in China; 2/x
and 3) Counter China’s promotion of Internet sovereignty and efforts at disinformation beyond its borders. Not all reciprocal outcomes are equal; US needs to have reciprocity serve real goal of promoting liberal int'l order.
