While the term "lockdown" is thrown around like cheap hooch at an Irish wedding, Stage 3 stay at home restrictions mean that we can still leave our homes for work, study, medical appointments, shopping for essentials, exercise and caregiving.
Travellers returning to Victoria are required to take a test if they want to leave quarantine after 14 days. Travellers have the option to refuse testing and stay in quarantine longer.

Health services staff went door to door offering testing in priority suburbs and in the nine housing commission blocks. These tests could be, and in a few cases, were refused.

There are a little under 6.5 million people in Victoria, not 5 million. About 490K are in areas currently under Stage 3 restrictions.
Winter has nothing to do with the spread of disease. Preventative measures prevent infection from contagious diseases, ie washing your hands, maintaining physical distancing, using PPE, and listening to medical professionals instead of fuckwits on Facebook.
The NSW government has enacted restrictions on their border with Victoria. You can get a permit to travel and special considerations are in place for border communities.
