In my private sector job, I had to review instances that involved potential ethical breaches of departmental staff. I was also involved in auditing ethical matters of our law partners.

I don't claim to be an expert, despite my experience, but I don't smell stink here in government action, unless something else comes to light that is undeniably unethical.
