1) Orbit the sun...
2) Be massive enough to achieve hydrostatic equilibrium (basically be spherical enough)...
3) Must have "cleared its neighborhood", aka be gravitationally dominant in its surrounding area...

Kuiper Belt, where it resides, is far from being cleared. This was a decision made in 2006, and ever since there has been numerous debates on the definition being outdated and much more.
