Are we talking about:
-Reducing penalties or making poss a civil offense? (will still be police contact)
-Making poss a low enf priority?
-Legalizing poss for adults?
Each option can produce v diff outcomes

Of course, there will still be police contact with all of these options. But reducing penalties doesn't necessarily reduce police contacts.
Also need to consider the possibility of net widening and how that may disproportionately affect certain groups.
