I don’t think it’s about politics. I think it’s about horrible and contradictory public health messaging from the top on down.
Early on, people bitched but 99% complied. Then the goalposts moved, officials contradicted themselves, and people felt lied to.

You cannot blame the public for thinking it was safe to go out when the government was saying “flatten the curve” 5,000x a day.
Most states either accomplished that or never had a curve.
Public thought it accomplished its goal and moved on. Hard to blame them.
