Look at the language: carefully, deliberately-drafted High Mandarin dialect:

"Felt like a 'battle'"... ..."parents left feeling dissatisfied"

Feelings, perceptions. All in our minds & naive hearts. 'Battle' in quote marks. SEND families, a legion of overwrought Karens.
Disdainful, arrogant framing: the impact of SEND system & org failure as something families merely feel and perceive as naive, dissatisfied customers - rather than something that we directly & undeniably experience, with clear, profound, life-altering & utterly avoidable effects
"Too often, families were left feeling dissatisfied... ... because the quality of services & support failed to live up to what was envisaged in their children’s EHC plans."

Striking lack of active voice & human agency in the last half of that sentence. People make this happen...
And "failed to live up to what was envisaged" is a jarring way to frame 'failed to deliver the contents of a legally-binding agreement'

Wording structured like a weary response on TripAdvisor, when someone complains that there's a stallion-sized floater in the hotel jacuzzi
I'm hopeful that things are going to improve on the SEND external accountability front. But I think families are still going to have to struggle to be treated as equal participants in this process, if this commentary is any indication
