Congressional leaders like @SpeakerPelosi can and should protect legislative prerogative here.

It's clear Congress has a role. Silence does not mean Pres has legal authority to withdraw, he needs Congress to approve. + Congress can further protect their power and @WHO relationship with

b) appropriations bills
c) disapproval resolution.
