This meant that to pass legislation at all, Trump needed to either:

- use the reconciliation process to pass one bill per year that *every single GOP(e) senator would sign on to

Alternative was, of course, filibuster reform, something that Trump constantly called for and which could occur w/a simple majority

But guess who could be literally guaranteed to vote against it?

Many of the same people who refused to use reconciliation to do anything useful

To fund our agenda, Trump needed an alternative source of funds

Most POTUS would have just shrugged & used the excuse

Trump ordered the repurposing of funds using an Emergency Decree (mocked by the Dissident Right), then vetoed Congress (inc GOP folks) who tried to overturn it

He then gave us the uniquely Trumpian Mexico Agreement, which he achieved by leveraging tariff & other threats against the MX government

Thousands of Mexican National are defending our borders

Trump built a wall out of Mexican National Guard & Mexico paid for it

So many on the right got high on our God-Emperor memes & simply do not understand how our government functions
