On 5 Mar, govt-owned HLL Lifecare issued a tender for procurement of ventilators.
This tender was amended a number of times.
On 27 Mar, an amendment was issued which made 2 conditions:
(a) co. should have EU/US FDA approval
(b) co. should have a service centre in Delhi.

Suddenly, 4 days later, on 31 Mar, it turned out that the Modi govt. had already placed orders for 40,000 ventilators.
Of these, 30,000 were to be produced by Skanray-BEL & 10,000 by AgVa healthcare.
Neither of these 2 cos. had EU/US FDA approval as the tender required.

Subsequently, the HLL tender was amended AGAIN on 18 April (for the 9th time) where the requirement of EU/US FDA approval was quietly removed.

In between, a certain Dr. Deepak Agarwal of AIIMS wrote a paper in The Indian Journal of Neurotrauma on "ventilator politics" & lobbied for AgVa ventilators.
The paper claims "no conflict of interest".
But wait - Dr. Agarwal is the CO-FOUNDER OF AgVA Healthcare!

This is an issue of life & death. Not only have all ventilators not been delivered, some of them are also substandard.
Besides, AgVa ventilators cost 1.5-2 lacs but PM CARES claims to be spending 4 lacs on them.
