3/ I'm a huge fan of http://fast.ai by @math_rachel and @jeremyphoward https://www.fast.ai/ it requires a year of coding experience and high school math. They follow a unique top down approach that has you training state of the art models in the first lesson
4/ @AndrewYNg has a series of great courses on Coursera (which he helped found) his ML course is still relevant today https://www.coursera.org/learn/machine-learning
