This could be because of delays with clearing debris, insurance issues, building approvals or trauma.
Jan is a good example. She lost her home in the Tarthra fire March 2018. After two years she has only just got her building approval.

We wrote to the PM asking for special consideration for bushfire victims nationwide so they are not unfairly excluded from the #HomeBuilder Scheme.
One way to do this is to extend the 31 December deadline for bushfire victims to sign a contract.
Yesterday the PM wrote back refusing to make any changes like this to help bushfire victims.
