The so-called commission for the decree-laws (KHKs) decided for reinstatement of a fraction of the dismissed public servants, in order to trick the public and the int'l observers that the judicial system was still functional. 2/6
Upon such decisions, the MFA of Turkey announced a new regulation today:

W/ this regulation, the MFAofTR announced that it doesn't intend to respect the reinstatement decisions so that they won't reinstate the returnees to their former positions. They will establish an ineffective façade department and they will gather the returned officers there.

The ECHR is complicit in this picture. They denied applications of the purgees on the grounds that there are supposedly effective legal remedies in Tr including this ineffectual commission. It cooperated w/ and advised the autocratic regime in Tr so it'd receive fewer cases.
