IF YOU ARE A TO, you DO have the power to ban every single person that has been named in every Twitlonger in the past week. Legally, if you are hosting a private event on private property, you can bar anyone from entering for any (non-identity-discrimination-based) reason.
You CAN and SHOULD ban the people named and accused from your events until:

1) you conduct a thorough investigation, incl interviews w victim/accused, multiple unbiased parties present, & evidence review
2) you hear conclusions from the COC or trusted TOs that they have done #1
COC exists to provide a thorough, fair judgment, in which everyone gets their say. We also service a giant community. Because of that, the COC works extremely slowly.

But you, as a TO, CAN and SHOULD IMMEDIATELY BAN people accused of irreparable harm to other community members.
PS: If you want to know how to conduct fair & thorough investigations, I have a giant folder of resources I'm distributing to other scene that want to create their own COC-type orgs. So DM me with your email if you want that folder.
