June 30th was a deadline .
The date that we, the EU, were promised by the UK that there would be " real and tangible progress on implementation of the terms of the withdrawal agreement in regard to the Northern Ireland Protocol".
1/
-There was an agreement that Infrastructure would be complete or in progress . . NOTHING has happened.
-There was an agreement that "Modalities of declarations would be agreed and progress made with technology" NOTHING has happened.
2/
-There was an agreement that "Human resource would be in place at senior levels , recruitment underway and training in progress" NOTHING has happened.
3/
Meanwhile, within EU commission, contingency planning to deal with " failure to implement the WA by the UK in relation to Northern Ireland " are in an advanced stage.
Note well, Ireland is actually defending UK in these discussions.
4/
Failure to implement the WA, an International Treaty, has costs; legal and monetary.
Some are unilateral and instant.
Others are put into the "joint implementation committee" to seek dispute resolution within 90 days.
5/
All this is a background to UK seeking to be seen as " negotiating in good faith " in context of a future relationship.
Much happens in this twilight.
None of it good.
