1) The annual defense bill is on the ropes in the Senate.
2) The overnight tweet by President Trump, threatening to veto the annual defense bill due a provision in the legislation to ultimately rename the names of military bases associated with Confederates, threatens to torpedo the overall bill.
3) The base bill includes language, approved in committee, to change the names of installations named after Confederates. There are various Senate GOP proposals to strip out that language or modify the bill. But it’s unclear if any of those amendments would pass.
4) And, the Senate would have to 60 votes to end a filibuster to finish debate on the legislation before final passage.
5) Republican senators are very leery about voting against changing the names of the bases. That’s one of the reasons the amendment, offered by Sen. Elizabeth Warren (D-MA), was adopted in committee and incorporated into the base text of the legislation when it came to the floor.
6) Senate Majority Leader Mitch McConnell (R-KY) was aiming to wrap up the defense bill this week. But the President’s tweet really complicated things. Plus, the overall list of proposed amendments to the legislation is staggering.
7) Congress has passed a defense bill every year for six decades. But this issue could sidetrack the legislation.

The House Armed Services Committee has been prepping its own version of the bill this week, too.
