What kind of development problem is COVID-19?

COVID-19 is a problem faced by all countries

& has highlighted the falsity of any assumption that the global North has all the expertise & solutions to tackle global challenges
Like with sustainable development, COVID-19 highlights the need for multi-directional change & learning in all countries
COVID-19 health outcomes are not easily linked to national incomes or being part of global North or South

Yet, Covid-19 is also not the “great equalizer”

It overlays and is augmented by pre-existing inequalities – of income, race, ethnicity, gender…..
@antoniogutteres has called it “the worst human and economic crisis of our lifetimes”

Hundreds of millions have lost their jobs

Huge ↑ in absolute poverty are predicted
COVID-19 has disrupted GVCs.

From pharmaceuticals & PPE to huge job losses in Bangladesh’s garments.

What is the future of value chains? ↑ relevance for domestic VCs & regional VCs, protectionism & nationalism, multi-polar globalisation

Key 4 inclusion, jobs & sustainability
COVID-19 has ↑ digitalisation in all sectors:

Covid-19 tracking is key to containment & online working surged in mitigation.

Data is a major asset, but risks of surveillance, privacy violations & injustice

Gig economy platforms central, but challenges for worker well-being.
COVID-19 has ↑debt:
- Capital flight from L&MICs
- Governments have ↑expenditure
- Slump in revenues

But differences from earlier crises:
- China a bigger creditor
- Almost all countries face a challenge
- Huge implications for effective states & political order
COVID-19 shows the difficulty of combating climate change

Carbon emissions ↓, yet not much despite HUGE lockdowns

Paris targets off track & may be sidelined in recovery

COVID-19, like climate, shows global North key part of the problem, requiring global action & coordination
COVID-19 & its impacts require a global development paradigm

Opportunities for ↑ attention to ‘underdevelopment’ in global North & multi-directional learning

The field of development studies must adapt to a very different time from when it first emerged.
