Discussion about the Assamese movie apart, I just wanted to provide context about the dubbing ban in general.
The dubbing ban happened when the Kannada film industry shifted base from Madras to Bengaluru in the 1960s.
It was a protectionist measure to help the then.

But this slowly started to backfire and reached it's peak in the late 90s/2000s
when the economic boom brought in producers who were interested in making a quick buck by remaking tested films/stories from other industries.

That's when you see all these remake movies, which were trolled. No competition to them from dubbed content ensured free reign (also slowly moved people away from Kannada cinema for a while)

It was challenged by Kannada activists who approached the CCI and got fines placed on representatives of the Kannada film chamber of commerce. Only then was it removed, this process took over 7 years by the way. The first film dubbed being an Ajith movie(Yennai Arindal)

As for original Kannada movies we saw their resurgence (new wave) in 2012-14
and it's only getting better each year.

Also don't think Kannada movies (or even the language) per say were unknown out side India. It's just that it waned. It's 70+ year old industry after all. They can only learn and grow from this
