Let's be clear: the origins of Leicester go back to March when PM and @MattHancock chose not to involve councils and DsPH in the early stages of developing test and trace @leicesterliz @JonAshworth
Instead they used @DHSCgovuk and @PHE_uk to put in place parallel centrally driven programmes on testing and tracing respectively using private sector with all the problems that have become evident @GregClarkMP @Jeremy_Hunt
Only in May were they persuaded to make use of councils and DsPH and at the end of May they announced the launch of a 'world beating' service which was not in place
The reality on the ground was quite different with work having just started to develop local outbreak plans and identify the staff to do the work working with @PHE_uk (and don't mention the app)
Councils and DsPH have been playing catch up because of the govt's failure to recognise what they could do and the time wasted on an over centralised and fragmented design
Much has been achieved in June but still loads of challenges in giving DsPH access to real time data to enable them to deal with spikes and local outbreaks as in Leicester. Data sharing/privacy concerns have delayed progress
all of this matters because test and trace is our collective insurance policy and government mishandling explains why we are in this position. @didoharding @tomriordan @BWCHBoss working hard to clear up the mess they inherited
