Updated THREAD w/ info from Mayor/Speaker deal to prepare folks for NYPD cut nonsense TODAY. Whether u think #DefundNYPD by $1b is a weak min or fair floor, what's being voted on today @ Council is smoke & mirrors (BS). Doesn't actually address officer headcount, IS NOT A WIN. 1/
Speaker/Mayor feel pressure to get to $1B cuts BUT is using budget illusions to get there. Cuts do not even reach $1B in NYPD *expense,* have v little impact on actual police headcount, & ignore policy goals of getting ALL cops out of schools, transit, homeless services, etc. 2/
Speaker/Mayor budget deal only cuts 1 cadet class in FY21 (instead of ~4 that are supposed to happen in a fiscal year.) This means that while other agencies are facing agency-wide hiring freezes, NYPD will be HIRING additional police officers through the cadet class (1-2K). 3/
Speaker/Mayor budget deal also counts a bunch of overtime cuts that, again, are not real cuts to the $1B because the Council can only ‘approve’ overtime retroactively. In the past, the Council & Mayor have always approved NYPD overspending of 100s of millions of $ on overtime 4/
Speaker/Mayor budget deal has hiring freeze for civilian (non-armed) NYPD staff + reduction of police officers by attrition. It’s the slowest way to reduce & will not likely actual reduce net officers in force since more will be coming in thru cadet classes (only 1 cancelled). 5/
Biggest failure of this budget: no major reduction of headcount, which is main call of #DefundNYPD. No layoffs on the table despite #DefundNYPD call that there are too many cops (36k+). Meanwhile mayor says 22k layoffs possibly in the fall/ likely to other city staff, not NYPD 6/
Also in Speaker/Mayor budget deal: change in Traffic enforcement. 1) a reduction but also 2) a change which may INCREASE ticketing, likely leading to more arrests & harassment. Unclear, but Traffic agents may be moved to enforcement to generate revenue. But revenue isn't cuts? 7/
There’s a bunch more "optical illusions" in Council/Mayor deal that WILL NOT reduce uniformed headcount. includes “other than personnel” and delays in purchasing (not even cuts) that do not reduce headcount & don’t remove cops from schools, homeless services, transit, etc. 8/
Finally, budget deal includes 1) moving various divisions of NYPD into other agencies including School Safety-> DOE & Homeless “engagement”-> DHS? Again, NOT groundbreaking & keeps policing/headcount intact while giving appearance of ‘change.’ This was NYC policing pre-1998.🤦🏽‍♀️ 9/
also outrageous, deal seems to be counting fringe/benefits in $1B. for moving over folks from NYPD to DOE/DHS. Fringe/benefits come from a budget that's not NYPD expense. Literally these funds are not being moved or cut so why they in the $1B? Because this deal is shady yall. 10/
What can you do? 1) Tweet/Call/Email your member & tell them to vote NO on this immoral budget 2) pay attention to who votes what, who changes their vote, etc. 3) keep paying attention, even when budget passes for the next piece of this fight (& as we move towards 2021 too) 10/
