Officials at Customs and Border Patrol, with the help of figures including Steve Bannon, Ted Cruz, & others, have reinvigorated a project started 13 years ago to build up capabilities along the TX border in order to exploit the natural resources in Northeast Mexico.

The US is bypassing the federal government of Mexico to partner directly at the state level with the Governor of Tamaulipas, and one of the most corrupt police forces in all of Mexico. The police in Tamaulipas are torturing, executing and disappearing people on a regular basis.

There's testimony from a protected witness in a U.S. federal case implicating the governor for corruption. Last month, the DEA circulated an unclassified bulletin about the millions of dollars in real estate the Tamaulipas governor and his family have in Texas.
