Is the answer that the Franklin Roosevelt framing has worked as a rhetorical device, giving an interesting political spin to a set of ideas on civil service reform that have been around (across politics) for some time?
NB that I think the speech is interesting: but much of its interest lies in the *absence* of “sending power down” ideas and its side-swipes at processes and institutions of accountability.
