What is the purpose of having everyone tape themselves taking the oath of office?

What exactly is the person taking the oath obligating themselves to?

I have a feeling that at least some of the people taking the oath are doing so because they are otherwise not allowed to proceed. They must swear the oath to be allowed to continue. Then, if they take any action against that oath, it clearly will be treason tried by court martial
Does taping yourself taking the oath confer or establish any kind of formal obligation or relationship for the individual?
