You can see, for example, that the number of people in Tokyo requiring ECMO hit a peak in mid to late April and have been falling ever since. As of June 28, there's only one patient on ECMO in Tokyo. (english link: https://crisis.ecmonet.jp/ )
Though the case numbers may be rising, the number of critical patients requiring heavy-duty medical care aren't on the rise, which is good news for Japanese ICUs worried about another surge
But as one ICU doctor just told me, it's not time to be "wandering around town" with your guard down. The latest uptick is mostly due to young people with light or no symptoms. But these people can easily transmit the virus to elderly people, quickly overwhelming emergency rooms
