I replied to someone's thread today about muting lifts and have gotten a few messages, unfollows, etc.
Let me explain why I muted the hashtag and my personal opinions on them.

Firstly, if you're using lifts because you want to build an author platform for audiences. Don't. The majority of lifts are a follow train. What this means: You're getting follow for follow if you participate, which increases your #'s but does not mean they're interested in YOU.
A lot of people (not all) follow blindly from lifts to help increase their own numbers, and they're not looking at your content to see if it interests them. It's the same with any follow train on Twitter. Sure, your number may look good but those followers MAY not engage.
Not saying ALL people are like this, but in the past few months specifically, the hashtag has been transitioning into this, compared to last year. People realizing they can get quick follows this way.
All of my advice from here on is coming from a marketing perspective. This is a question I get a lot: If I don't participate in lifts, how do I get followers?
If that's your primary reason for being on twitter, and you don't care about people liking YOU then lifts are the way.

If you're like me and do care that the people who follow you are following you for you:
Participate in lifts from a connection base stance, you'll know those lifts when you see them. They're not the 'like if you follow back' 'follow back everyone who likes' etc.

Secondly: Without lifts how do you get followers?
This is how my account is.
I ask a few interesting questions, ones I really DO want to know the answers to that engage people and get them thinking.
I answer questions.
I engage on posts.
I engage with people on my posts.

Aside from that: Your SP.
I found a niche that ties in with my personal history which is the main 'selling point' of my account. I use my past of helping writers, to continue helping writers.
My 'selling point' is writing advice/relatable writing things. Mixed with my sass.

My thing is: I DON'T care about followers.
I care about engagement, connecting with other writers, and helping them. I would still be posting the exact same content if I had 0 followers.
My niche has changed slightly now that I'm writing to include my writing as well.

The most important thing about marketing a page isn't followers. It's not even engagement.
It's the first step: deciding what makes you DIFFERENT from the thousands of other writers out there. What do you offer? What do you want to be known for? And how are you going to do it?

My marketing lesson is done. I've probably answered anything you need to know. Good luck. I'm going back on my writing hiatus now, I just wanted to address everything at once. Marketing questions & reasons I don't do lifts.
Oh one more note: Not all lifts are ineffective - just the majority of the ones I've seen lately.
And you can ABSOLUTELY be a supportive person without following everyone back if you aren't interested, without doing lifts, etc. For example, I'm reading 3 books from the community.
