On February 10,1989, Padam Kumar Jain(Baniya), then president of the RJ Higher Judicial Officers’ Association, wrote a letter to then chief justice N M Kasliwal(Brahamin), asking for permission to install a Manu idol on the court premises as part of a “beautification project”.
The permission was granted on Mar 3,1989. This while, CM of Rajasthan, shiv charan mathur (Kayastha, INC) PM, Rajiv Gandhi, chief justice of India E.S.Venkataramiah and president Ramaswamy Venkataraman, all maintained silence on this mockery of constitution

Sumahendra Sharma worked on the statue and built it in 2 and half months after reading the manu's work very carefully. It was supposed to be inaugurated by acting chief minister Milap Chand Jain but it was never done as he never came to inaugurate it.
On July 28, 1989, in a full court meeting of the Rajasthan High Court, the judges unanimously decided that the statue would be removed. But just as it was about to taken down, VHP leader Acharya Dharmendra and others filed a PIL against the move.
Acharya Dharmendra condescended "Hate was brought to IND by the Brits, along with Islamic & Communist ideology . There is no mention of hate & discrimination in philosophy of Manu, & therefore, the burning of Manusmriti is like setting fire to all of humanity"

In Aug 1989, RJ high court stayed the removal of manu statue and ordered that future hearing will be before a bench of more than two judges, including chief justice of HC.
Many dalit politicians and activists protested against this symbol of oppression against marginalized section but every time upper caste lobby in HC unite against these protests. Last hearing occurred in 2015 in this case.

On Oct 8, 2018 dalit rights activists, Sheela Bai Panwar and Kanta Bai Ahire clambered on the statue and blackened it's torso and legs.

During the this Brahmin lawyers tried to provoke them with there statements like

UC lobby of HC protested against them. They were arrested and sent into custody for hurting religious sentiments and damaging public property. In defense They said " how can we expect justice where statue of discriminatory manu is placed?
