You don't need fines or arrests to mandate masks indoors. Just political will and trust that people will do what's right if they're told it's essential and not just a "really good idea". I trust that

“Where needed” means areas without sustained reduction in transmission over an extended period of time or “hot spots”. Best examples in Ontario: GTA, Peel Region, Windsor-Essex. Not an example: Thunder Bay, Sudbury, Sault St Marie 2/
If jurisdictions at low risk wish to invoke mandatory masking there is obviously no downside and situations can change quickly with an outbreak (Kingston nail salon) and demand greater vigilance 3/
Re: access and $ for masks. The cost to govt or business sector to provide to all pales in comparison to that needed for health care with increased hospitalizations or ongoing losses for suboptimal economic revitalization due to a pandemic lasting longer 4/
Most of the world is not seeing difficulty with enforcement of mandatory masking policies. Instead, a culture of caution, awareness and responsibility is bred instead of one of ambiguity and divisiveness regarding choice vs responsibility 5/
